One that is universal, absence of attachment (specially referring to the sutra delivered by Buddha, they are non-partisan i.e (absence of) Hinaya defaming Mahayana tradition, Tantric discriminating Esoteric, or (attach to) only a specific Mantra or one form of teachings, but fully encompassing all teachings of the Buddha).
